Odisha Showcases Semiconductor Ambitions at SEMICON India 2026; Investment Proposals Worth ₹23,600 Crore Received

New Delhi: Union Minister for Electronics and Information Technology Shri Ashwini Vaishnaw and Chief Minister of Odisha Shri Mohan Charan Majhi inaugurated the Odisha Pavilion at SEMICON India 2026 at Yashobhoomi, New Delhi, on the second day of the event.

The Odisha Pavilion highlights the State’s expanding capabilities across the semiconductor value chain, including Silicon Carbide (SiC) semiconductors, advanced packaging, glass-substrate packaging, power electronics, semiconductor design and specialised education initiatives.

Odisha Steps Up Semiconductor Investment and Industry Engagement

During SEMICON India 2026, Odisha held discussions with leading global and domestic semiconductor and technology companies, industry bodies and international delegations, including representatives from Japan, Sweden and Taiwan.

The State engaged with companies and organisations including **Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India.

A Letter of Intent (LoI) was also signed with QuadQuantum for establishing a semiconductor facility to manufacture Silicon Carbide (SiC) substrate wafers. The initiative is expected to further strengthen Odisha’s participation in the emerging semiconductor ecosystem.

During the event, the Odisha Government received investment proposals worth approximately ₹23,600 crore, with the potential to create around 6,100 employment opportunities. The proposals are aimed at strengthening the State’s semiconductor and electronics ecosystem and developing an integrated semiconductor value chain under Semicon 2.0.

Odisha Silicon Valley to Strengthen Semiconductor Ecosystem

Odisha has announced the development of Odisha Silicon Valley over 870 acres at Naraj near Cuttack, which is planned to accommodate major Electronics and IT projects.

The proposed location benefits from its connectivity with the Cuttack–Bhubaneswar urban corridor, major ports including Paradip and Dhamra, and important national highways. Its proximity to the Mahanadi also provides a locational advantage for meeting industrial water requirements.

The development is intended to support the growth of semiconductor supply chains, logistics, allied industries and other technology-driven activities.

Building a Wider Semiconductor Ecosystem

The Odisha Pavilion showcases projects of RIR Power, SiCSem, 3DGS and ARF Design, along with educational institutions such as NIT Rourkela and PMEC Brahmapur, which are working towards the development of the first batch of Made-in-India chips.

Odisha is also aligning its Semiconductor Policy with the evolving India Semiconductor Mission 2.0**. Through its recent Third Policy Amendment, the State has extended 25 per cent additional fiscal support to ISM-approved projects in areas such as semiconductor equipment manufacturing, semiconductor-grade gases, raw materials and supply-chain segments.

The policy framework also provides support for **engineer relocation, manpower skilling, internships, international patents and research and development.

A key attraction at the Odisha Pavilion is the “Sand to Silicon” installation, which presents the State’s semiconductor journey and its broader vision of transitioning from a “Mine Economy” to a “Mind Economy.”

Odisha’s participation in SEMICON India 2026 underlines the State’s efforts to attract semiconductor and electronics investments, strengthen manufacturing and technology capabilities, develop specialised human resources and build an integrated ecosystem covering manufacturing, innovation, supply chains, research and technology.
