The invocation of Goddess Durga will begin next month. As the silver city of Cuttack prepares to glow with festive lights, the Hon’ble High Court has issued strict directives to ensure safety during Durga Puja.
Hearing a public interest litigation filed regarding problems arising during the festival, the High Court has ordered a ban on constructing tall arches (torans) in the city during the festivities. The decision has been taken mainly to prevent electricity-related mishaps. Similarly, no pandals or arches will be allowed to block roads.
Due to heavy crowding and traffic congestion during the festival, restrictions have also been imposed on pandal construction. The District Collector has been directed to take necessary measures regarding the height and safety of arches, though no specific height limit has been fixed yet.
For convenience, a single-window system will be set up for puja committees. Before constructing arches, committees will have to submit their designs and drawings to the district administration, which will grant permission accordingly. Last year, in Khananagar (Cuttack), an arch collapsed during rain and strong winds. Although no casualties occurred, a major accident was feared.
The Court also expressed concern over noise pollution. The District Collector has been directed to ensure that sound levels during Puja do not exceed 65 decibels.
Additionally, the Police Commissioner has been ordered to keep strict vigil on Puja donation collections. Forced collection of chanda (donations) will not be tolerated.
