Odisha Identifies 5,500 Acres for IT Parks, Towers and Electronics Hubs

The Government of Odisha has identified nearly 5,500 acres of land in and around Bhubaneswar for the development of IT parks, IT towers, and electronic manufacturing facilities under the public-private partnership (PPP) model.

While multiple IT and semiconductor companies have expressed strong interest in setting up operations in Odisha, the state government has faced persistent challenges in land allocation over the past few years.

According to official sources, the earmarked land parcels include Mundali (980 acres), Kuaput Hills (1,694 acres), Haldipada (1,694 acres), Aranga (1,504 acres), Aragul (874.5 acres), and XIM University Square (441.5 acres). Plans are already underway to develop plug-and-play infrastructure in both existing and upcoming commercial towers to ensure faster rollout for investors.

At a recent high-level meeting, Chief Secretary Manoj Ahuja directed IDCO and the Khurda administration to expedite the acquisition process of these identified lands. Once acquired, the government plans to offer the land at preferential rates to reputed IT, ITeS, and ESDM companies willing to establish large-scale operations in the state.

Officials further highlighted that, in addition to these large parcels on the city’s outskirts, smaller plots within the BMC limits will also be utilized to develop IT parks and multi-storey towers. These spaces are intended to support startups, medium enterprises, and service-based companies seeking ready-to-occupy office facilities.

The Chief Secretary also stressed the need to accelerate completion of ongoing projects at Infovalley and Infocity, Odisha’s two major IT hubs. Parallelly, priority has been assigned to the construction of proposed towers, namely the NBCC Tower, OBCC Tower, OMC Tower, and Chandaka IT Tower. Additionally, a proposal will be sent to East Coast Railway (ECoR) to allocate dedicated space for IT and ITeS firms at the upcoming Bhubaneswar railway station complex.

“These towers should be completed swiftly and made ready for allocation to applicants. The objective is to provide immediate infrastructure to companies without the prolonged wait for available spaces,” Ahuja emphasized.

In line with this, the government also decided to reclaim underutilized land from larger IT developers and units such as DLF, where expected growth has not materialized, leaving large tracts unused.

Meanwhile, IDCO has been entrusted with developing a GIS-based land management system, integrating forest land data with Bhulekh records. This move will allow officials quick access to accurate land-use information, thereby expediting project clearances.
