Cabinet Approves Terms of Reference of the 8th Central Pay Commission

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the Terms of Reference (ToR) of the 8th Central Pay Commission (CPC). The 8th CPC will function as a temporary body comprising one Chairperson, one Part-time Member, and one Member-Secretary. The Commission has been tasked with submitting its recommendations within 18 months from the date of its constitution. It may also, if required, submit interim reports on specific issues as and when its recommendations are finalized.

While formulating its recommendations, the Commission will take into account several key factors, including the overall economic conditions of the country and the need for fiscal prudence. It will also consider the requirement of ensuring sufficient resources for developmental and welfare expenditures, the unfunded cost of non-contributory pension schemes, and the potential financial implications for State Governments that generally adopt Central Pay Commission recommendations with modifications. Additionally, the Commission will examine the prevailing emolument structures, benefits, and working conditions of employees in Central Public Sector Undertakings and the private sector.

Central Pay Commissions are periodically constituted by the Government of India to review the pay structure, retirement benefits, and service conditions of Central Government employees and to recommend necessary revisions. These commissions are typically formed once every ten years, and the implementation of their recommendations usually follows the same interval. In line with this tradition, the recommendations of the 8th Central Pay Commission are expected to come into effect from January 1, 2026. The Government had earlier announced the formation of the 8th CPC in January 2025 to examine and recommend appropriate changes in the salaries and related benefits of Central Government employees.

This approval marks a significant step towards the systematic revision of pay and allowances for Central Government personnel, ensuring that compensation structures remain fair, sustainable, and aligned with the country’s economic realities.
